TBM Office — Embedding Technology Business Management

What is a TBM Office?

A TBM Office is the organizational home for Technology Business Management within your business. It is the place where IT financials, business controllers and service owners collaborate to provide transparency on IT spend, IT services and the value they deliver. A well-run TBM Office enables you to continuously steer on cost, quality and risk — based on facts, not assumptions.

Many organizations start TBM as a project and stay stuck there. Only when TBM is operationally embedded in governance, processes and people does sustainable value emerge. That is what a TBM Office makes possible.

The role of a TBM Office

A TBM Office typically owns the following responsibilities:

  • IT cost model — maintaining the TBM taxonomy (often based on the Apptio TBM Taxonomy) and the mapping rules that allocate cost to services.
  • Reporting and analysis — periodic reporting to CIO/CFO and stakeholders on IT financials, run-vs-change, unit cost and consumption.
  • Tooling and data — ownership of TBM tooling and the data pipelines that feed it.
  • Stakeholder engagement — helping service owners, application owners, finance and sourcing apply TBM in their decisions.
  • Maturity and governance — embedding TBM principles in the budget cycle, business cases and service management.

Our approach to building a TBM Office

Phase 1 — Scope and mandate

We agree with you which questions the TBM Office must answer, which decisions it must underpin, and how it relates to existing functions (controllers, architecture, sourcing).

Phase 2 — Operating model and taxonomy

We design the operating model: roles, rhythms, RACI, integration with the planning & control cycle. We then build or validate the TBM taxonomy. This connects directly to our Business Control IT approach.

Phase 3 — Tooling and data

We support tool selection and implementation — Apptio, ServiceNow ITFM, Cloudability or a hybrid. Data quality is the make-or-break factor here. Our Connect Business Value service operationalises the predictive cost model that powers the TBM Office.

Phase 4 — Embedding

We accompany the first months in which the TBM Office must actually deliver: reporting, stakeholder conversations, and continuous improvement of the cost model. Our training and coaching ensures your team can take it over.

TBM Council — the international community

Technology Business Management is championed by the TBM Council, the international community of senior executives that develops and promotes the TBM body of knowledge. The Council is the sounding board and standard-bearer for the discipline — it is not a governance body inside your company, but an external authority you can align with.

Value Tech Everyday's approach is grounded in the TBM Council's principles: connecting IT financials to business value, fact-based decision making, and continuous improvement. When we build your TBM Office, we make sure the practices we put in place are consistent with where the global TBM community is heading.

Outcomes

Organizations that build a well-functioning TBM Office typically realize:

  • 10–20% reduction in IT spend through elimination of unnecessary consumption.
  • Significant improvement in IT spend predictability.
  • Faster and better-substantiated investment decisions.
  • A shared language between finance, IT and the business.
